Wankel is the right answer, or rather one of them.
Both cars used a three speed manual box with a torque converter to make up for the lack of torque (standard on the NSU, extra on the Citroen) which Citroen retained for a few years after abandoning the three rotor engine.

Citroen did a lot of these in the 70s and 80s.
