These are being built because they are the only way for people under 18 to drive a car. I think their top speed is restricted to 30 km/h.

That's the epa traktor. They have to be shortened to a certain length, limited to something like 28mph and only have to be 16 to drive them I believe. TheseA traktors are too long for that.

A traktors are somewhat similar to epa traktors. There's more info on Swedish wikipedia but I can't speak Swedish well enough to understand all of it.
