Why does YouTube insist on running ads for who is running for governor in Colorado or congress in Wisconsin if I live in Puerto Rico? I've never been to either of those states nor do I have family there. Aren't your algorithms supposed to be better than this, Google?

It depends on your ISP. Google can only see what your ISP shows them. For most people this is accurate, but since you're in Puerto Rico, it's possible that your connection is being proxied through one or more mainland servers before it goes out to Google, so its confused on who you are.

I think most of our internet is routed through a US Navy outpost here and then to the mainland via fiber optic cables.

The navy outpost might be obstructing your IP addresses then. Most of Google's adsense, as far as I'm aware is based off of your search history, browser history, user preferences, account information, device information, and IP address. If you're not using google accounts for anything, all they really have to go off is your device information (which may be masked by the outpost too) and the IP address.

Youtube plays ads? I never see a ad. Occasionally a "related" popup but that's it.

Occasionally I get video ads while on mobile. You can skip them after five seconds usually.

Oh yeah. I hadn't thought about cell phones. Don't think AdBlock makes a plug in for phones (yet?). My old brick doesn't youtube...
