Apparently Marussia operate similar to the water company. If you don't pay your bill, they shut off your water...but if you pay up quick enough after that, they'll restore service by the end of the day.
While I understand why Marussia kicked him out then let him back in (if you're going to be a pay driver, you actually need to pay...), it could have been handled better. The embarrassment is on Chilton though, it shows his funding wasn't coming through and that his "stepping aside" press release was bullshit. Don't feel too bad for Rossi though, he'll have his own seat in 2016.
