I don't know much about Miata prices, but my instinct is NP. Similar Miatas sell for around that, and this one has more style than the others.

None of these mods add any value to me. I say CP. I might pay $2500 due to rare color.

That's about accurate. I'd offer 3k if he returned it to stock and not in some lazy half ass way.

Huge pipe. If he wants to sell it for that much it better have a brand new radiator, compression test already done, new plugs, wires, tires, brake fluid, coolant, trans, and diff fluids. And even with all that it's still got 156k on the clock. That's a $3.5-4k car tops (if someone really wanted yellow). The smart way for him to go would be to revert it to stock, sell the car, and sell the parts separately.
