Do they have to be identical? It is a game, after all. I think restricting to one or two cars and limiting the class would achieve a similar result, and would allow people to get creative with upgrades. The only downside is that anyone with tuning expertise would have an advantage, which I guess is what "Spec" series(es) are trying to mitigate.
