Probably a demo bird. Injured and now gets to go around to schools and groups to introduce them to birds of prey. I have known of Falconers that have flown owls sorta like you would a falcon or hawk. It has Jesses and a bell on but that is standard for any captive bird of prey.

Probably so although it looks too big to be any of our native species. He was brought to a park, in a 1975 MGB, so that he could stretch his wings.

I just noticed it has a transmitter on as well. That wire on the left side of the bird. So it probably can fly. Where do you hail from?
