Well, I learned at around 10 when we were allowed to run rampant in a Fairmont in the marshes behind a friends family shop, and I was on the road in a car at 13. I used to haul the trash to the dump with my pops, then drive back because it was all up hill (thank you subaru GL hill holder function!). I dont think this guy should have been arrested, but I dont know the situation (abnormally steep drive, kid too dumb to figure it out etc.)
