It depends on the state, but most already have laws like this on the books , I know Utah has...its just not enforced.

It also matters on what people are taught during driver's ed. I was told it was the fast lane.

Same here. I didn't get the concept that it's best left for passing until I really thought about it for myself. But since we can't count on most American drivers for such an undertaking, it's best just to make it law. Then it will have to be taught in drivers ed.

Plus, if no one is there to enforce it.....
M-10 in Detroit, the speed limit changes from 70 to 55, and no one bats an eye while going 70 still. I've only seen cops when there is an accident.

Well, sure. We all have areas like that. But speeding tends to get out of people's way. If you're causing a 55 mph traffic jam, and it's actually illegal, I think you're more likely to get out of the way than if it isn't.
And I think it will be enforced, because laneblocking prevents people from speeding, and speeding tickets are always a pretty huge fundraiser.

Moving from Western N.Y. to South Carolina, I've noticed that generally on the highway people follow this construct. They drive slowly on surface streets but they seem to keep traffic moving pretty smoothly on the highways because of this consideration. I don't know if it's the actual law though.

A few other states employ the law, I think. If SC is not among them, maybe you've just found the best driving state in the union.

Yeah except that they drive under the speed limit everywhere except the highway. That takes it down a notch or two.
