Just did a quick google search, and wikipedia says that most cities in that region actually speak Swedish, even though it's not actually connected to Sweden aside from water

I don't think Northern Ostrobothnia has as much Fenno-Swedes as Ostrobothnia (two different regions). But yes, there are regions in western Finland where there are big Fenno-Swede communities such as Ostrobothnia and the archipelago.
Pretty much every Finn knows at least little Swedish as it's mandatory subject in schools.

Now I know where it comes from. That guy would fit right in on the Keweenaw Peninsula in Michigan. Even the accent is right. So is the couch and trailer.
