I could maaaybe see this working for an overpriced cafe who wanted to make sure their tea was exactly the same each time. One of those places that would otherwise charge the same amount for a teabag and hot water than they would a barrista made coffee.

There's a documentary about the restoration of one of those for a private collection, and I got to see the finished product. Here's a video, until I can find my photos.
Complicated? Hell yes. One statistic the guide shared was that the majority of those tanks broke down within 50 miles. The obsessive details of the restoration was incredible.

It's designed with the required features for tea brewing. It's not over-engineered any more than a typical espresso machine.
