Why does the track pack insist on a spoiler delete? Wouldn't you want the extra downforce on the track or does it assume just drag racing?

The factory spoiler makes little to no down force. One of the Car mags did a test of top speed with a late model mustang GT spoiler and no spoiler and there was no difference is handling and the spoilerless one had a few mph more of top speed.

Must not be that much if this is a thing. Just seems odd to me on a car seemingly focused on aerodynamics.

Yeah I imagine the stock spoiler is for image and for adding drag to the car, if that's your thing.

I don't know anything about WRX aerodynamics, but my guess is that it's either not actually high enough or is just barely to even be in the airstream. It also doesn't appear to have any actual airflow dynamics and if it did not at the speeds a road car would see.
But like I said, I know nothing about a WRX in general let alone it's airflow characteristics

For your reading pleasure. They only show the 115mph test but there must have been some form of small improvement at highway speeds as well.
It also helps that the stock aero is not that great.

I read an old car and driver article on this from the early 2000s I think. Basically their conclusion was that small spoilers (not wings) were sometimes mildly effective. This is lip spoilers, the ones that look like little jumps for air. High rise wings, a la f40 or supra are also effective, though they add drag. Short wings, the kind you see on camrys and mustangs are worthless and cause drag. The wing is too close to the body of the car to get into clean air.
