The correct answer is: Whoever marked the spots did so poorly. They should be marked at the entrance to the spot as to be visible when cars are parked.

I do think it makes it a trick question since the marking the back of the spot and shooting a set of mirrored numbers upside down is a bit sketchy. I recognized it immediately though since variations of this popped up a lot in the 'mind twisters' books they used to sell in gas stations in the 80s. Bought one every road trip as a kid.
