So my brother in law hasn't rotated his tires in... well too long. The tire doesn;t want to come off. I'm hitting a 2x4 with a hammer and it still wont budge. I'm gunna hit it with some WD40. If that diesnt work what do we do?

Hit it with a ton of PB Blaster. That stuff is magic in a bottle.

Do you mean the wheel is corroded onto the hub? If so you wanna hand tighten the lugnuts on the stuck wheel and the very slowly and carefully take the car out somewhere safe and do some slaloms or handbrake turns. The side-to side stresses should be enough to free the wheel, you'll hear a pop when they do. (It's probably best to take the car out to wherever you're going before you loosen the lugs, though)
Be careful with that hammer, the last thing you wanna do is hit and dent the lip of the rim and ruin the bead.

impact gun. while I am glad hitting it with a hammer worked, you run a much higher risk of breaking the lug nut stud off with the bigger hammer approach.
