There's a target. they spray paint it on to anyone's car they don't like. I think its more that he is disrespecting the Cop. Maybe the cop makes a note that he was disrespectful when he wrote the ticket. Maybe he goes back to the station and says to his other cop friends listen to what this d-bag did and now his friends are aware of this person. whether any of this happens or not I don't know, I just find it to be a don't poke the bear type of thing.

Also, I just watched one of his other videos. It looks like he walks around with a bong in front of cops waiting for them to confront him. I don't think they had weed but it looks like its wasting the cops time just for youtube hits.
