It's a hydraulic casing rotator. You can see it in through the back of the sign to the left.

Yeah, these things are badass. A dude sits off to the side with a switch panel to control all the hydraulics. I believe they usually work in tandem with a rig that essentially mucks out the inside of casing being rotated.
