Because of several ongoing lawsuits over them in other states. Oh and then the hilarious one from our state. A state cop somewhere around Indianapolis had a plate that was The Fraternal Brotherhood of Police(or something like that) and he had "OINK" put on it, the DMV thought that that might be offensive to other officers.
