A country does not exist without a government... Just like a city does not really exist without money... Detroit is a great example or all the other cities that died in the States. Problem being that these cities did not own one of the most important collection of antiques in the world.
Also I know how Americans love to blame everything on their government and on any kind of authority for that matter, but Greece is mostly a great example of how a country with huge tax evasion ends up.

It would, but a country that is broke ends up in the same situation as a broke guy with no help... No new government will change that and miraculously create what is needed. Money. It needs help, and that is what has been provided by the EU (mostly Germany and France but still). Without it the whole country would be dead today, with no police force or army to maintain order between people who would have lost everything. I let you imagine the mess
