I may have said once upon a post that my Camry did not have exposed fasteners..... but they stare me in the face every day. And it makes me cri evry tiem.

I'd expect a V6-powered sedan to top out slightly after 220 km/h.

Speed governor limited to 205 km/h

I must confess, I do find your particular phobia riveting, though as a car guy, you're kinda screwed.

let your dash lens get a little dirtier, you won't have to see 'em.

Shit. Now I gotta go test that. But not with the snow and ice in my wheels that got there from climbing snow banks the past few days. Shaky shaky.

I thought you were going to say that you found out your Odometer was wrong. Nothing worse then buying a used car then finding out it was reported to have 30,000 miles more four years ago.

This cluster is the same as it was on my 1988 Toyota Corolla, minus the tach.

I'm surprised by that, the older tach and speedo design for Toyota on my MR2 has no exposed fasteners. The fender liners do, but other than that it's clean.

It's generally based on the speed rating of the tires the car left the factory with. If you sell a car with tires that aren't up to the task of handling speeds the car is capable of, you could potentially find yourself in a legal hell. Artificially limiting the top speed clears you of that issue. So... sort of US regs, but more like preventing litigation.
