I have read that hola unblocker (which I am given to understand is a google chrome add-on) will allow folks not in the UK to use the BBC's iplayer.
I cannot speak to the legality of using such a service so as to allow you to stream content you otherwise wouldn't have been able to stream. This man of the law waits a week and watches it on the American Beeb.
