Yup, it's a scam. there was even a Front Page article once about these oddly worded replies and ads, if I remember correctly (it might have bee on another site, but there was definitely an article)

Ask for the VIN. If it comes clean after you run it, ask to see the car then double check that the VIN matches. Maybe the guy is just really bad at English?
