Although the picture is horrible, "steer tires" is a legitimate thing.
Steer tires means tries that go on the steering axle, as opposed to drive tires which go on the driving axle. Trucking lingo 101 my friend.

"
If sharp edges on both steer tires are pointed to the centre of the vehicle, the cause is toe in. If the sharp edges on both steer tires are pointed toward the outside if the vehicle, the cause is toe out. Correct alignment"- Kal Tire, one of Canada's leading tire shops.

Was going to say the same thing. Truck's probably a 2 wheel drive, or else you'd want drive tires on all corners. Steer tires would have different treads. It all goes back to Tractor Trailers. The back axle (or axles) will have more aggressive tread on them for grip and traction.

I get why people think it's funny but it's legit. Here's an example of the differences between drive and steer tires for large trucks

Is there a difference between steers and trailer tires?

They're about the same. Similar treads because they serve about the same purpose.
