Not sure but I've seen that on other mining equipment. Maybe to protect the tires from sharp rock or hot slag if there is an onsite smelter?

That right. With the enormous cost of each tire they don't want them to pop. The chains increase their life span considerably.

One reason is to prevent tire burn. When a heavy loader spins a tire while trying to scoop. The heat build up is incredible. Enough of those and you ruin a $75k tire. This prevents that and increases traction.
