It's dependent on location, not FIA. Budweiser sponsors (or sponsored, I can't keep track) Williams. Johnnie Walker sponsors McLaren. Same goes for tobacco products.
I know Bud would advertise Busch Gardens in countries (like the Middle East) where alcohol ads are banned.

Downgrade? Don't think so, he went to another team that has won many championships and has as massive history in F1. A downgrade would have been going to Marrussia or Caterham or something just to stay in F1.

Right, but he is still not paying to drive. And he is in a team that we know will be around for a long time. There is no comparison between racing for a team like Williams and some rich guy's weekend plaything like Marrussia or something. Just ask Max Chilton if he wouldn't drop his drive for a Williams seat in a split second.

Most of Force India's sponsors are alcohol products from United Breweries. White & Mackay, Kingfisher, Royal Challenge, and Vladivar.

Marlboro still has a sponsorship deal with Ferrari but can't put anything on the car. The team is registered as Scuderia Ferrari Marlboro and the logo is the only "sign" of Marlboro left.

If Darkcode is talking about a downgrade for Williams, meaning they're getting one of the best maids and worse drivers in F1, I agree, it's a major downgrade for Williams. Massa's best results in F1 have been moving over for Alonso and cleaning the toilet seats for Ferrari.

Right, except that one time where he was WDC for basically 8 seconds, meaning he had a fight for the title until the last corner of the last race of the championship and lost by a point.
