That's Virgil Exner Jr. in his Simca Special. He designed it as his master's thesis at Notre Dame then later built it out of fiberglass on a modified Fiat 1100 chassis. It was powered by a 1.2 liter Simca 4 cylinder that was later replaced with a Datsun unit, so it's really a Simca in name only. Unfortunately the bad ass dome was replaced with a slightly less bad ass t-top.
