But I realized the holes in the front bumper don't match up with the ones on the plate. I have it in the windshield right now, but it's very noisy and distracting. Any idea where I can buy a front plate bracket?
I really dont want a plate there at all, it looks crummy. But its the law and I cant afford the tickets.

Ford dealer or an aftermarket body part supplier like Keystone or Certi-Fit is your only choice. Most of them can be found online on sites like Amazon, ebay, etc if you don't have a local place to buy from.
IF you want a factory bracket. Otherwise the zip tie method will work, since you already have holes.

For years I ran Miata #1 without a front plate, even though it's legally required. Before inspection, I'd zip tie it to the aftermarket grill a previous owner put on. Go pass inspection (after almost failing for the car being too low - AT STOCK HEIGHT!) Then clip the zip ties and take the ugly plate off as soon as I get home. Chuck it in the trunk for the "It just fell off, officer" excuse (which I never needed to use). Lather, rinse, repeat next year.

Get a piece of aluminium stock and make your own. Use bolt cutters trim it to length and drill 4 holes. Put a slight bend in it so you can get at the bolt heads holding the plate. Grab some duct tape and a hair dryer. Use the hair dryer to dry off where you're taping it and the slightly melt the adhesive. That shit *will not* come off.

I meant in a brick and mortar store, but thanks. I ended up just zip tying it as per a few opponauts suggestion. Worked great, cant believe I didnt think of it first
