By displacement is a terrible idea. Your 1.6 L is not fuel efficient if you add 40 pounds of boost.

I think tax should be only on fuel, so you pay more if you drive more and pay more if you drive a gas-guzzeling car.

The current system is based on vehicle weight, and I think it is unfair.

Germany:

There are two components to the calculation of road tax on new cars registered after the 1st January 2012:

Engine size – the tax is € 2 per 100ccm for gasoline engines and € 9 per 100ccm for diesel engines

CO2 emissions – engines emitting less than 110 gms/km are exempt and the tax above that level is € 20 per 10 gms/km

This is true. The government did it to curb greenhouse gas emission, which also didnt work. They neglected to realise that cars emit more bad stuff than just co2. But it means I only pay £30 a year so...

Vehicle weight makes no sense, unless you believe that vehicle tax should pay for the roads and nothing else. That is, in conventional economic theory, a really bad way of organising things: it ignores the benefits to non-drivers that roads bring, and caps the tax that can be raised from drivers to the level of costs rather than benefits.

Yes, it is. So? Road repair costs are not a major factor in the correct level of road taxation. The tax should be based on the value created, not the cost, because unless that's higher the government shouldn't be building the road in the first place.
