Not necessarily, I mean this would less useful in a skatepark because you don't have a full deck, but having the deck well below the truck pivot point is actually really helpful for high speed stability. Downhill longboards (60+ mph on a skateboard down a twisty mountain road with no brakes) are often designed with the deck within an inch of the road.

I made one a couple of years ago...

Had to put it on longboard wheels to make it taller because it kept bottoming out when flexing... If I ever get a hold of an old longboard I might do that as well...

The similarity here is like that of racecars compared to stanced cars. This is the skateboard equivalent of stance

Cut out notches, get long nuts, put them through the factory holes and just put the trucks on top of the board rather than under it. Curse a lot when the whole thing scrapes like crazy, get bigger (longboard) wheels to fix the problem, and you're done. Pretty simple, really.
