Since that's not a 17 digit VIN, it's going to be hard to run a VIN check. VINs were standardized to 17 digits between 1979 and 1981. Most sites (CarFAX, Autocheck, etc.) only support 17 digit VINs.

I was able to find a VIN decoder ( here ). It matches for the Eagle you posted earlier:
A: AMC
0: 1980
C: Automatic, floor shifter
3: Eagle
8: 4 door station wagon
5: middle trim level (they say DL, but for the Eagle, it should be Sport)
C: Engine - 258 I6 (4.2L)
226143: sequential production number assigned by AMC.

Correct. Kenosha was from 1980 to 1983. Brampton was from 1984 to 1988.
