Write about the import tariffs of island nations.
Some have very little income tax, if at all. They generate revenue by taxing the ever loving crap out of imports/exports... of which there are many, because your country is an island. Tax rates vary depending on the items imported, of course.
Seems like it generally works, but as with anything, there are drawbacks and counter arguments.
Subject can easily be related to cars and car culture. You presumably know a lot about cars, so it would be easy to B.S.
