I want to bet you it's not. It failed emissions; running and shifting fine, exhaust is normal and basically colorless.

you can clear the codes by disconnecting the battery for a few minutes. No tool req'd.

But then the ECU will need to run a few drive cycles in order to pass inspection, by the time the cycles are complete the codes will be back.
