direct relation to cars: Your rich uncle sees you have no car, but need one to get around and do stuff. So instead of buying you a base model Fiesta, he buys you 20 Alfa Romeos (Italian planes, Italian car whatever) that you cant afford an oil change on. They sit until your landlord says you have too many freaking rotting cars you don't drive, and makes you scrap them.

Kind of the same situation with MRAPs and why Police have them now. Military doesn't want them, gov. then doesn't want to pay to ship them back if mil aint using them, Afghans can barely afford anything larger than a pickup or rusty soviet junk. So that's why Police get them or they get destroyed.
