He used paint remover to get rid of the spray paint. I am pretty sure that he got rear ended, as his bumper is now missing a bit of paint, pushed forward a bit, and his left tail light is broken. The wheels, and rotors are still painted.

I hate when people do this shit. It may look cool to you now, but when it's rear ended it won't. That makes me wonder, would you be at fault if you rear ended him?

Thats a tough question. I'd guess yes and no. You would have to realize that they were slowing down, but there would be no warning from the lights. I am unsure.

There is the fact that it would be pretty easy to identify spray paint on the tail lights, which is a clear traffic violation.
