Looks like one of those crazy high mileage commuter car concepts that started cropping up in the '70s. Almost seems like something Robert Q. Riley would sell, but it doesn't seem to match any of their models exactly.

I may have identified it. The most plausible explanation is that it is an SP Spi-Tri, a commuter car marketed by Structural Plastics Inc. during the '80s and built using a stretched and modified Bond Bug bodyshell.
