My Volvo S80's HVAC blower motor is not spinning. I took the motor out and it spins when connected to the battery. 12 volts go to the regulating resistor, and a constant ~11 volts come out regardless of the setting on the fan control. What am I missing?

I would guess the regulator is bad and it's not letting any amperage flow. Emphasis on Guess.
