Being an ex-contractor to a railroad, I can tell you that is deeply frowned upon by railroads. It causes burning to the head of the rail which can lead to fractures.
But, that is a small railroad with, probably 75-85 pound rail and top speeds that never get too high. But still not good for the rail.

A steam locomotive will pull a train it can't start; a diesel-electric will start a train it can't pull.
They're moving Texas & Pacific 2-10-4 #610 there...it ran as part of the Southern Rwy's steam program 1977-1981. It's a big hoss.
