Nah, he seems like he thought the other guy was strange or mentally disabled and was trying to be nice. I think our society would be better if more people were nice to others who have trouble interacting.

He does laugh like Grover from Sesame Street at random times, though. I think the seller might be a little out there as well—maybe he put up some bizarre, badly-written ads and the guy in the video saw an opportunity? Hard to say.
