Oh the action-packed daydream scenes are definitely universal humor, but from what I remember of it (it's been a while since I last saw it), there's quite a bit of socio-political humor that might require some context.

Mostly though it's quite a lot like Hot Fuzz, except the story is the reverse: They're cops in a place that is too calm and peaceful for them to serve any purpose, so they start making up crimes.

Well, our culture can be a bit weird sometimes, and IIRC Kopps plays a lot on the whole immigration issue which is a bit different than it is in the States (or Brazil, I'd imagine).
Of course, I might be mistaken though and getting this mixed up with other movies. Like I said, I haven't watched it in quite some time...
