I haven't driven either of this generation Focus or Viper but I'll give it a solid "maybe". I think it would take an inventory of what makes a "drivers car". The Viper has a 16L V10 (yes, I know it's not 16L) but that alone certainly wouldn't make it a drivers car.

Have driven a Focus ST, but not a Viper, I liked the ST a lot. But I would think that the Viper would be more fun for driving.

I think the best quote from the article about the Viper was something along the lines of "We've never met an F1 driver that likes to fight their car around a track."
The entire point is that the car is fun, right?
Well, that doesn't sound like fun.

If by 'driver's car' you mean fun and interesting and engaging to drive, but not offensive or challenging to own, then yes.
The problem is that the "driver's car" has separated itself from the "racing" car, or the "dangerous" car. It's now a safe, happy, content little blob that makes you smile as part of its function, as much as a Camry makes you sleep and a Prius makes you smug. There's no real sense of challenge, victory, competition, or uniqueness anymore. Both are pre-determined emotional "templates" and both serve a purpose.
The Viper doesn't do that. It's a car for people who want a specific mechanical experience, not to just have a little oversteer or daily drive something that makes them smile. It's not a Toyobaru, It's a Dodge fucking Viper . You drive it because you hate cars like the Focus ST or Toyobaru, which have engines 1/4th the size you want and hoods even smaller.

Well, the Focus ST's brakes were apparently shot after a couple of laps (and possibly the Viper's, too, but I might be talking about another contender).
That particular Viper wasn't the best example they could've used, but if the Focus ST had its shit together better than the Viper did, I guess it's a better driver's car. I'm in agreement with Saracen on this one.

The focus st is not a track focused car. It's meant to be a fun daily driver. I love mine. The brakes in fact are not up to track duty as the pads equipped are designed for a lot of initial bite from cold. Theyre really grippy and work great on the street. Once they get too hot they fail. Pads and fluid fix it, supposedly really good fluid goes a long way but, hammer any $25,000 stock car around a demanding track like LS and you'll probably smoke the brakes. I've driven very fast and never had any issues myself but no hpde with this car yet.

I pointed out the brake issues because I was trying to draw a comparison between the ST and the Viper - even if both cars had brake issues (which I'm not sure was true for the Viper), the ST wasn't falling apart as much or fighting Pobst as hard, and it was a better drive because of that. I DD a regular 5-speed Focus and like it, so I have nothing against the ST - I'd actually love to drive one.

Don't worry, I can distinguish between great brakes on sporty cars that are more biased towards daily drivability and carbon-ceramics for higher-end cars that are meant for taking high amounts of abuse in stride.

The article states that they initially placed it 9th ; above the M6 and Bentley. But since it had to be trailered home with the brakes totally fried, they bumped it down to 11th. Way to go Ford, even the FRS made it home from Laguna under it's own power.

I was all with you till you said Dodge Viper. It's not a Dodge anymore, and frankly, the word Dodge does nothing to me. It doesn't make me excited like the word Viper. Hence, it's new name, the SRT MOTHERFUCKING VIPER.
