There were no disabled parking placards anywhere on/in the car.

Correct. USAF puts a special plate on Government vehicles assigned to Group Commanders and above (usually Colonels & above). You're also supposed to salute when the vehicle approaches you. We had fun with people who just arrived fresh from Basic Training and told them they had to salute the car no matter if it was driving or not. You'd see people salute them in parking lots sometimes.

So, that plate denotes it's the staff car of a 2 star (Major) General.
