That's a Hungarian police cruiser ("Rendrség" on the side would be a dead giveaway, and the old-style Hungarian licence plate starts with Rx-yy-zz - that's police, while Hx-yy-zz would be military. Incidentally Bx-yy-zz would be a bus of the Budapest Transport Company).
