ePSXe is the best one out there for smoothing out the graphics. Here's my best results rendering GT2 in 1080p.

There's another emulator called PSx that's literally as accurate as playing on the actual system.

Mine is Epsxe Android.

I'm still using an Arc, btw. So you don't really need any top-notch hardware.
