Well, assuming the recklessness and danger level of the action directly correlates to the fine, the NYC DOT thinks it does.

Full disclosure: I did drive in the bus lane, but the cost differential between running a light and getting into the bus lane is surprising to me. I was impatient and entered the bus lane a half of block earlier than I normally do to make my right turn, so I do deserve to pay. It's safe to say that each gloriously brownish-red foot driven in the lane-o-buses cost me a dollar a pop.
A pet peeve of mine are drivers making a right turn from the normal lane to completely avoid the bus lane on the right. Traffic forms due to them slowing down or stopping completely while waiting for a bus to pass them on the right. I feel that is more dangerous than getting into the bus lane earlier to slow down and make the turn at a safe pace.

Whats ironic is that running a red light is the ONLY THING ON THE LIST that can cause a fatality, yet it is the lowest fine
