I don't think there are any cheap/fast/easy options. He can put a bounty on you and let you wait it out, or there's something in the select menu but it has a lower limit, and most expensive is to fully modify a car without insuring or tracking it, then let you sell it. That will only give you a tiny fraction of what he spent, though.
