The first laws (in the US and probably canada) Were written by puritanical Helen Lovejoys. To change laws, you need political momentum and capital, neither of which have been in prostitution's favor, and in the US, still isn't.

Well, all the evidence is that legalisation and regulation minimises the harms associated with prostitution.
In any case, I can't see why the government has any place sticking its nose into a contract made between two consenting adults.

Besides the puritanical reasons there are some rational reasons as well. I don't think they outweigh the rights of adults to do as they please while hurting nobody else, but the rational reasons do exist. There's a lot of human trafficking and modern slavery in this 'profession'. Partly because it's illegal, a bit like bootlegging or drug crime, but it is a serious issue.

My position on prostitution has always been that it ought to be legal, simply because a proper, regulated industry with health and safety standards, set wages and all the rest, has to be better than the system as it works now in most countries.
I imagine that the introduction of legalised prostitution in Canada will make it rather hard for illegal traffickers to operate their systems there, as the vast majority of potential customers will generally opt for the legal, safe option.
...
And, hey, I imagine the extra tax revenue will be nice.
