Wants to charge my mom $500 to take off and respray the front Valance/spoiler on her 09 Jetta TDI... AND they have the fucking balls to tell her she's saving $200 on buying a new one. Seriously!?! What the fuck...

Have you considered painting it yourself? It's not like it's a super visible part like the hood or a door. So if your skills are just ok it should still be fine.

Find an independent body shop in the area that has good reviews. Figure an hr labor for disassembly/refitment. I dont know what kind of condition its in, but if they have to sand/fill scratches figure 2hrs for that plus materials.

The thing I hated the most about my local VW stealership was that struts for a MKIV Jetta cost $500 each.
A collision center may do it for less too, and do a better job.
