No, the frame was not painted orange. I would've taken more pics but people started showing up and I already had security called on me once for suspiciously fixing my bumper cover.

that's funny, the security part- not the rust, the rust blows.
One time at Michigan State I completely dropped out the steering column and ripped out my faulty ignition switch, cops drove by 3 times and no one stopped the guy in broad daylight dropping a steering column in a student parking lot.

That was the day I learned that the security staff has a Buick Regal and no regard for stop signs.
As for the cops I'm sure if you had run they would have been all over you.

You can get away with almost anything if you just act like you're supposed to be there. A while back I was doing an IT audit for a big bank, and they have extremely stringent security - unless you turn up with a clipboard and announce you're doing an IT audit. At that point, they give you access to everywhere, everything, and everyone, including leaving you alone at logged-in computers on request. As it happens, we really were auditing their IT equipment, but we'd have had no problems if we had been crims instead.
If you'd tried to hide as the cops came past, you'd probably have been questioned. Continuing to openly work in broad daylight, though? They just assume no-one could be that blatant.
I know someone who used to steal stuff - learnt better years ago and gave it up - and he claims to have had two periods of stealing car wheels, one where he did it sneaking about at night, and got caught in no time flat, then the scheme he came up with while in jail for that, where he got a nice liveried van and a high-vis vest and went round in broad daylight to do the same thing openly with no problems until he finally got caught by someone coming back to their car.

The parking garage/lot is municipally owned. They have a security company that keeps an eye on it.

Easy solution: tell them that the car belongs to you and that if they don't stop harassing you, you'll call the police and have them arrested.

Believe me a response like that and they'll be backing away slowly, without any sudden movements and probably would never bother you again. Nobody wants to get arrested on the job.

Wtf kind of response to my comment is that. I'm here on your side buddy, seems like you're the only defensive one here. Would be better if I said they should've called the police on you in the first place and let them decide if the vehicle was yours or not?
