vacuum actuator flap. Closed at idle and low RPM for less exhaust noise/drone in the cabin (supposedly a bit more torque), open under acceleration and WOT for more noise.

It looks like a wastegate actuator from what I have seen. I believe it's what's responsible for the "cannon shot" effect when the M5/X5M/M6/X6M shifts.
