It appears to be a base model. It’s got steelies and a light on the roof. I would guess that it’s a fleet vehicle, and the extended tailpipe is there for a reason. On the other hand, the license plate does not look like a fleet vehicle plate which would counter my argument.

Maybe the reason is just to better direct rain into the exhaust system where it can rust everything out from the inside.
