And, in an Old-Timey Musky Tradition... all the local tax constituencies are being asked to subsidize this rolling fiasco. Even the local school district gets to chip in!

I hate the standard practice of tax abatement. In theory it makes sense and it’s fine to have
some
abatement to match the level of economic stimulus expected by the factory, but I personally believe that it should be illegal to use tax abatement promised in one municipality to secure even more abatement in another, as what Amazon did for HQ2.

In Musk’s defense, he is running a business and it is not up to him to decide what kind of tax breaks a city/state will give him, it’s just up to him to find the place that best suits Tesla’s needs . Texas wants him there or he wouldn’t be considering it. Look at the breaks Amazon got in Virginia for it’s new hub there.

If there’s anything that pisses me off, it’s tax exemptions . Louisiana has a state-level board that gives out tax exemptions like they’re candy. Being state-level means that the local municipalities have no say in the process. What’s worse is that the exemptions are given to encourage industrialization, but the exemptions are never res cinded or are granted again as a separate growth incentive, so nobody EVER sees taxes from these companies.
“ The Louisiana Coalition for Tax Justice compiled all of the state’s property tax exemption records for the 1980s and published a devastating set of findings. The exemptions had cost local governments $2.5 billion. The harm to schools, the most costly local service, was the greatest. The state ranked last in high school graduation rates, while $941 million of the tax exemptions could have gone to improve the schools. Just nine big, profitable companies got more than half of the tax benefits: Louisiana Power & Light (Entergy), Gulf States Utilities, Cajun Electric Power, Shell Oil, Exxon, Texaco (Star Enterprise), International Paper, Dow Chemical and Mobil Oil (Exxon and Mobil later merged).
Incredibly, almost three fourths of the projects that got exempted created no new permanent jobs (some created temporary construction jobs). Most of the tax breaks went to the big toxic-emitting industries. Exxon, for example, got 282 exemptions over the 10 years – 251 of which created no new permanent jobs!
The deals cost taxpayers a total $93.3 million, including $42 million lost for the schools
. The subsidies also failed as overall job creators: the oil, chemical and paper industries actually lost almost 8,000 jobs.”

The real test will come in 10 years when Musk asks them to renew the tax incentive. Louisiana’s biggest flaw is the continued renewal of tax incentives. The plants are already here. It’s time for them to pay their share of the tax bill.

Abbott would love to hand out some TEF money to him . T he ISD will get it’s money by doing a bond and then raising the property tax rates on residents. It’s what we do here...
